Modi’s ‘Kanya Kelavani Nidhi’ Project Revamped As Trust For Promoting Girl Child Education

‘Kanya Kelavani Nidhi’ was one of the flagship project which was launched by the former Narendra Modi government in the Indian State of Gujarat. The initiative was taken so as to improve the girl child education in the state. The Kanya Kelavani Nidhi scheme is due to be converted into a public trust soon. This has been planned so as to receive grants from the Central and State government, loans, besides corporate and private donations.

The flagship project was launched in the year 2003 by Hon’ble Prime Minister Narendra Modi after he came across problems related to the education of the girls such as high number of drop outs in the school by girl child and many more.

In order to evaluate the feasibility of Kanya Kelavani Nidhi scheme countrywide replication, the state government of Gujarat is toiling hard to make a detailed presentation before the Ministry of Human Resource and Development.

The government passed the resolution to convert the ‘Mukhyamantri Kanya Kelavani Nidhi’ into a society on August 7, 2015. The policy will still be named after the chief minister and the chairman of the nidhi will not be the incumbent CM but the education minister. The society was established as an autonomous body under the provisions of the Societies Registration Act 1860 and the Gujarat Public Trust Act 1950.

However from the sources of the education department it has been revealed that after the approval by the state government that has issued the resolution, the process of registering it under the Societies Registration Act 1860 and the Gujarat Public Trust Act 1950 is under way.

Bhupendrasinh Chudasama who is the state Education Minister said “The discussion was held during a meeting along with its pros and cons but it has not been finalised.” Further while giving the answer on the question raised about the replacement of chief minister with the education minister as the chairperson, he added, “The decision would be taken after discussions with the chief minister.”

Within the revised scheme, the society will not only fund education related activities but also partner under public-private-partnership (PPP) mode. But for time being the government for their own convenience has carefully included a clause “to add, amend, vary or rescind the rules and bye-laws from time to time”. Further the management has also been divided among the governing body and executive committee

As per the ongoing format which was set up in the year 2003, grants from central and state governments are prohibited but under the revised scheme it will open up donations from corporate houses, trade, industry, institutions, individuals and others. Even the provision of acceptance of loan has been added into the society’s ‘core fund’.

The main objectives of the present Nidhi scheme are to provide, promote education of the girl child and increase female literacy in the state. Provide education facilities and reduce the drop-out rate with 100 per cent enrolment rate of girls along with giving financial assistance in the form of Vidyalakshmi bonds also remain the primary focus of the project.

Under the revised scheme, the state government through this society can also enter into an agreement with research agencies, institutions, universities and others engaged in education. The state government can also undertake, promote, support and provide services for the publication of books, periodicals, journals, monograms, research, study reports, magazines, documentary films, serials and such other modes in the field of girl education.
