A survey conducted recently revealed some shocking figures regarding crime reporting in the national capital. It mentioned that 1 in every 11 incidents of crime in Delhi was of sexual harassment, whereas in Mumbai, the ratio was 1 in every 25. Despite being it highest, the same was least reported to Police.
The cases which are related to sexual harassment are the second highest in Delhi as per a study conducted by Commonwealth Human Rights Initiative (CHRI). The same has been revealed for financial capital Mumbai. The report also mentioned that only 46.8 percent of the crimes get reported to the police in Delhi, whereas in Mumbai, only 41.8 percent crimes are reported.
Besides that, the rate of lodging a sexual harassment case (which includes stalking, staring, molestation, etc) is also very low in Delhi and Mumbai, as only 7.5 percent cases get registered in Delhi, while in Mumbai, a bit higher number of cases which accounts to 11.1 percent cases get registered. Out of the seven categories of crime cases, sexual harassment is the least reported in both cities. The data also mentioned that people in Mumbai perceived in police in a positive light as compared to the people of Delhi.
The report was released by CHRI, along with Indian Statistical Institute and Nielsen India Private Limited on ‘Crime Victimization and Safety Perception’.
The report is based on a year-long survey conducted between July 2014 and June 2015 in Mumbai and Delhi. However, in both the cities, sexual comments formed the highest percentage, being 75% in case of Delhi and 56% in case of Mumbai. Staring and stalking formed 18% and 3.74% in Delhi while same accounted for 20% and 10.45% in Mumbai.
The Director of CHRI, Maja Daruwala, said, “One reason which came out in the survey was that the victim did not want to be caught up in police and court matters.” She further added, “The second reason which came into light was that the victims did not feel there was enough evidence to take the case forward.”
Various incidences of sexual harassment have been reported such as molestation, stalking, staring and many such incidences. They also form the second highest number of total cases which have been reported in Delhi. Besides that, cases related to theft were also reported. The survey also mentioned that 36 percent of complainants in Delhi and 51 percent in Mumbai were satisfied with the police response in the registered cases.
The survey was done with 2700 female respondents in Delhi, belonging to different income groups, from which only 75 spoke for some form of sexual harassment. For the same issue, only 39 female respondents out of 2006, reported sexual harassment.
