Earlier in the year, Supreme Court asked the Central Government to come out with such a scheme or Act so as to provide 3% reservations to the disabled people. Giving back the feedback to the Supreme Court the government cited to fill near around 15,000 job vacancies till February 2016 for the disable people. Supreme Court on September 2, 2015 welcomed the initiative taken by the government and appreciated the commitment of the government to give equal treatment to the disabled people in the government job sector too.
The bench of Justices Ranjan Gogoi and N.V.Ramana while appreciating the initiative taken by the government on their part to give place to the disabled persons in government jobs said, “there was no disobedience seen on the part of the government to observe and follow the Supreme Court’s decision to provide 3 percent of the reservations to the disabled.”
Supreme Court asked the Government to take the initiative when NGO National Federation of the Blind filed a petition blaming the government that it does not took any strict action to provide jobs to the persons with disabilities though Persons with Disabilities Act, 1995 when came into force had a large number of job vacancies.
Solicitor General Ranjit Kumar was of the view that near about 15,000 vacancies have been spotted out of which 5,629 posts have already been selected. Now the left over vacancies are 10000. Out of this 10000, 6000 posts are expected to be filled by December 2015 and the government has assured that the remaining 3000 seats will be filled surely by February 2016.
Till now bench has not given any decision on any quota related to promotions. While the hearing was in process in the court room Solicitor General was of the view that the promotion will not be based on quotas. However, quotas will be given due importance only in case of fresh appointments.
As per the appreciation by the Apex Court in an order, “Filling up over 15,000 posts is a large-scale process of recruitment which the Union of India stands committed to. Induction of disabled persons in such large numbers is a positive step.”
On the other hand Aam Aadmi Party made the announcement from the ramparts of the Talkatora Stadium on August 31, 2015 that one lakh jobs will be provided to the students of Delhi University within an year or so. The announcement was made at a star studded even which was conducted by the AAP Students Wing “Chhatra Yuva Sangharash Samiti” conducted “DU-Rocks Programme” ahead of DUSU Polls which have been scheduled for September 11, 2015. It is for the first time AAP Party is fighting the elections along with NSUI and ABVP.
