On the auspicious occasion of the inauguration of 43rd State conference of Kerala Public Service Commission (KPSC) Employees Union, Chief Minister Pinarayi Vijayan has called upon the Public Service Commission to adopt a candidate-friendly exam system for recruiting methodical youth with social commitment to the State civil service. A thorough recast of the selection system is imperative for setting up a sensible civil service which has a humane approach to public issues. Mayor V.K.Prasanth welcomed. Union president S.Jayakumar presided and general convener V.B.Manu Kumar proposed a vote of thanks.
He was of the opinion that examinations should not be reduced to a mechanical process for gauging memory, aptitude and general knowledge of a candidate. Malayalam proficiency test should form part of the examination process. Fixed scores should be set for testing these skills.
The Civil Services Examination (CSE) is a nationwide competitive examination in India conducted by the Union Public Service Commission for recruitment to various Civil Services of the Government of India, including the Indian Administrative Service (IAS), Indian Foreign Service (IFS), Indian Police Service (IPS) and Indian Revenue Service(IRS). The examination is the toughest examination in India, with more than 11,00,000 applicants and a success rate of 0.1%-0.3%, one of the lowest in the world. It is conducted in two phases – a preliminary examination consisting of two objective-type papers (general studies and aptitude test), and a main examination consisting of nine papers of conventional (essay) type followed by a personality test (interview). The entire process from the notification of the preliminary examination to declaration of the final results takes roughly one year.
A report here by The Hindu says that despite the increasing demand for entrusting recruitment to more agencies with the commission, appointment to a large number of institutions, mainly aided schools for which the government meets the salary and pension bills, still remain outside the ambit of the commission. Neither reservation nor social justice norms are being observed in appointments to such institutions, he said. Special recruitment for Scheduled Castes, Scheduled Tribes as well as the differently abled should be conducted with due diligence.
