BSNL puts JE recruitment process indefinitely on hold

India’s oldest communication service provider; Bharat Sanchar Nigam Limited (BSNL) on Wednesday said in a notice that the recruitment process of Junior Engineers in the company via TTA exam has been postponed indefinitely.

BSNL The company’s recruitment cell had invited applications from eligible candidates filling as much as 2,700 vacant posts of Junior Engineer (erstwhile TTA) under the recruitment notification 7-1/2016. To facilitate the large number of applicants, the Nigam had conducted the recruitment exam in September from 25 to 29 and the results of the exam were announced last month. While the recruitment process would have been in the final stage now, the authorities have postponed the recruitment related activities for indefinite period of time.

In an official letter dated December 7, 2016, undersigned by B.K. Sinha, Jt. General Manager (Recruitment), BSNL and K.D. Das, Assistant General Manager (Recruitment-I), the recruitment process has been put on halt. The letter addressed to the Chief General Managers of BSNL Telecom Circles, requests that all the activities scheduled to be carried out by the Circle to be stopped due to administrative reasons and the officials have been advised not to take any action till further order.

The recruitment process has been in controversies even before the commence of the exam. While BSNL had initially announced that the exam would be conducted on only 1 day, several candidates complained that their admit card had different date than that was mentioned in the official website (externalbsnlexam.com). Very soon, the required changes were made in the website and the date of exam section showed all the different dates. After the completion of exam on September 29, there was evident delay in publication of official answer keys and even as the answer keys were released officially, the candidates complained that they were mostly incorrect.

To entertain the queries on the answer keys, BSNL had put up ‘queries performa’ along with the question paper, to which many candidates asked for their respective response sheet. After a delay of over 20 days, the results were announced. Even the results were initially published not at the official website, but one of the Employees Union web portal (sneaindia.com) on November 21. The official website uploaded the result and merit list the next day on November 22.

As as the results were officially announced, the schedule of upcoming activities was also issued. The provisionally selected candidates were issued letter for document verification before December 1 and the Telecom Circles were asked to complete the document verification process by December 31 and issue the appointment letters to all the eligible candidates by February 1. As of now, all the activities stand postponed.

BSNL CHQ had said on December 7 that they were getting a lot of enquiries from the selected candidates regarding the document verification process as it was not going on. Even, CHQ office bearers met Ms. Anima Roy, General Manger (Recruitment & Training) to discuss the issue, wherein it was revealed that the recruitment process of the direct recruitment of Junior Engineer has been held up by the Department of Telecommunications (DoT) and other sources revealed that DoT has halted the recruitment process as per the instruction from the office of Minister of State for Communications. CHQ has criticised the move saying that there is no place for political interference in the functioning of BSNL.

Seeking clarification and standing with the selected candidates, CHQ has also forwarded a letter to Manoj Sinha, Minister of State for Communications, seeking his interference in the issue and do the needful so that the recruitment process completes without any delay.

The Sanchar Nigam Executives’ Association (SNEA) is yet to make any official statement on the delay.
