Allahabad High Court asks UPSC to explain extra chance only for 2011 aspirants

Allahabad High Court questions a recent move UPSC made for the candidates who could not appear in the UPSC examination 2011. The government announced in the Lok Sabha lately that the candidates who could not appear in UPSC CSAT 2011 will be given another chance. Their marks in English will also not be taken in account thus will be excluded for gradation or merit list. In a short statement in Lok Sabha, MoS official Jitendra Singh said to offer solace to the suffering candidates that they might be given another chance in the UPSC organized examination in 2015.

In the year 2011 after CSAT examination, students became agitated with a number of issues. There are two parts of the Civil Services preliminary exam, CSAT 1 and CSAT 2. In the second paper, there are English language comprehension skills and other aptitude tests. The problem was with the English part and the level of aptitude the paper setters went for. Students immediately objected against the standard of CSAT question paper and moreover they said that there were many unprescribed questions in the said part.

Recently UPSC board members decided to give the appeared students another chance to crack CSAT, this is where controversy begun. Allahabad High Court asked UPSC to file a legitimate reply on a petition. Advocate Animesh Singh and two others pressed charges against UPSC asking them to show a legitimate cause of this reconsideration. As the petition was filed, a division bench of Justice Arun Tandon and Bharat Bhushan asked UPSC to file an affidavit to the counter of the filed petition. They have fixed 31 August as the date of the next hearing for this case.

The commission was asked by the High Court before on the reason of providing extra chance to those who could not appear in CSAT 2011. The mercury of tension has dropped long ago. The objections of students were mainly led by Hindi medium students. It had run incognito in these years and many of those who appeared might be settled already. At this juncture, UPSC was asked for the cause of them an extra chance.
